This massive installation is not in Capital City, but rather in a remote, mountainous region of Veridian, north of Capital City, where a large natural waterfall has been dammed to create a massive hydro-electric power source―it is the largest independent Imperial complex on Veridian. The base is built directly into the sheer cliff face and across the dam itself, with the water cascading down either side of the primary structure. This location provides the Empire with a vital power source for its mining and factory operations while also offering a naturally defensible position.

The base is a brutalist, utilitarian structure of duracrete and durasteel, designed for function over form. The central building is a towering, block-like spire that serves as the dam's control center and the base's main command facility. Its sheer sides are perpetually wet from the dam's overflow. A single, large, armored entryway allows vehicles to enter the complex. The base's most prominent feature is the large, open-air landing platform seen in the image. It is built directly on top of the dam, with a high-friction surface to prevent vehicles from slipping in the frequent rain. The platform is used for the loading and unloading of cargo and personnel. The reflective, wet surface makes it visually striking and intimidating.

Several smaller, modular structures, like the one seen in the image, serve as logistics bunkers and cargo depots. They are heavily reinforced and used to store raw materials from the nearby mines or processed goods from the factories. TIE fighters are launched from vertical tubes built into the face of the dam, designed for rapid deployment and retrieval even in adverse weather conditions.

The primary purpose of the base is to provide hydro-electric power to a massive Imperial mining operation and a newly constructed weapons factory in the region. It serves as a secure logistics hub for all Imperial operations in the surrounding countryside, with cargo from the mines and factories being routed here before being sent to the main Imperial Complex in Capital City. This base acts as a permanent, remote garrison, projecting Imperial military might and suppressing any potential resistance in the area.

The base is commanded by a grizzled Imperial Captain, a career officer who oversees the dam's operations and the security of the facility. Several squads of stormtroopers are permanently stationed here. They are well-equipped and trained to operate in the adverse weather conditions of the region. A larger number of Imperial Army troopers are tasked with guarding the more mundane parts of the base, such as the power plant and cargo depots. A small contingent of Imperial engineers and technicians are responsible for the dam's complex power grid and the maintenance of the base's systems. A single ISB agent is stationed here, posing as a logistics officer, to monitor the cargo and personnel movements, as well as to look for any signs of sabotage.

The entire perimeter of the dam and the base's landing platform are dotted with automated heavy laser turrets, designed to target both air and ground threats. The sheer cliffs and the massive reservoir created by the dam make a ground assault nearly impossible. A small squadron of TIE fighters is stationed at the base, ready to be deployed at a moment's notice to provide air support or pursue rebels.
